The question is who are the people who enter the category capable? What could be categorized as capable, someone in the pilgrimage or berumrah by way of debt? In this context, there is a compelling explanation of the author of Mawahib al-Jalil Khalil Syarhu Mukhtasar that we deem sufficient to be used as reference in answering the above question.
In the book explained that if someone does not get to Mecca except by way of debt, whereas he was not able to pay, then in this context it is not mandatory pilgrimage. It is the view of the scholars agreed.
Unlike when the person is able to pay its debts, it is categorized as capable. Therefore, he is obliged to perform the Hajj in spite of the way of debt. Therefore, the ability to repay the debt he caused it to be considered as people who already istitha'ah (capable).
من لا يمكنه الوصول إلى مكة إلا بأن يستدين مالا في ذمته ولا جهة وفاء له فإن الحج لا يجب عليه لعدم استطاعته وهذا متفق عليه, وأما من له جهة وفاء فهو مستطيع إذا كان فى تلك الجهة ما يمكنه به الوصول إلى مكة
"Those who do not may be up to Mecca except with debt, and he did not have the ability to pay, then it is not obligatory hajj because of their disability. It is the view of the scholars agreed. As for those who can afford to pay, then it is categorized as capable if when he owed allows him to get to Mecca ". Based on the explanation above, then we owe it to run saving umrah is actually no problem as long as they are believed to be able to afford it. And it belongs to the category as people who istitha'ah, while istitha'ah itself is a prerequisite for Umrah as described earlier.
